Support the Design, Evaluation, Compliance, and Reporting Team with the Company's requirement to develop and evaluate its energy efficiency programs. This role will coordinate analysis related to new DSM (Demand Side Management) program design, which will be filed in the Company’s future IRPs (Integrated Resource Plan). Additionally, this role will help lead program evaluations of existing energy efficiency and demand response programs to ensure compliance with Public Service Commission (PSC) orders. This role also is responsible for the financial analysis of calculating the net income earned from the successful implementation of the Company’s Energy Efficiency programs. This role will also be responsible for day-to-day reporting of program performance, including filing quarterly status reports with the PSC. In addition, the role will provide support to energy efficiency leadership requests on an ongoing basis.


  • Responsible for required filings at the Public Service Commission, per program cycle:

  • 12 Quarterly Status Reports

  • 3 DSM True Up Reports

  • 1 Evaluation, Verification, and Measurement Report

  • DSM Certification Filing

  • IRP Filing

  • Responsible for developing effective and economically viable energy efficiency and demand response programs to be filed in the IRP and DSM Certification dockets

  • Manage the Evaluation, Measurement, and Verification (EM&V) process to ensure regulatory requirements are met and high net income targets are set

  • Lead data monitoring on federal, state and local pending legislation or regulatory policies on energy efficiency and DSM activity that affects current and future requirements at the Company

  • Analyze pilot program results for inclusion in future DSM programs Lead analytical support for EE and Sales departmental leadership

  • Provide frequent analysis and feedback on DSM program (certified and pilot) performance including strategies for program modifications to optimize performance toward regulatory energy savings targets as needed

  • Provide technical data and analysis for energy efficiency related special projects

  • Assist and support with IRP filings Lead additional sum (net income) calculations for PSC updates, IRP filings and negotiations


Education, Experience, Knowledge, Skills & Abilities:

  • Four-year degree preferred. Masters or MBA desired

  • Travel in-state and nationally required up to 25% of the time

  • Three to five years’ experience in Marketing, Sales, Accounting/Finance and/or Region Operations preferred

  • Regulatory experience preferred

  • Must have strong problem solving/analytical skills and be able to resolve complex regulatory issues

  • Finance/accounting skills and strong economic analysis skills desired

  • Must be self-motivated and produce accurate work with little or no work direction

  • Experience researching and evaluating large amounts of data and evaluating products and services desired

  • Experience working on time sensitive projects with understanding and skills to produce quality products

  • Experience and/or understanding of the Company's IRP process preferred

  • Knowledge of the Company's current approved and/or certified DSM programs desired

  • Willingness to understand the use of energy modeling software

  • Conceptual knowledge of rate design, forecasting process, and the use of DSM economic screening tests

  • General understanding of the Company's contractor Request for Proposal process and Supply Chain contract development desired

  • Advanced knowledge in Excel with ability to work with statistical, financial, and collaborative functions

  • Power BI and SAS ability is a plus

  • Excellent interpersonal skills, oral and written communication skills and the ability to convey information in a manner that is understandable at all levels, and is compelling and convincing; ability to interface with all levels of leadership
