The Energy Efficiency Income Qualified Pilot Program Manager exists to support the Company’s strategic objective and regulatory requirement of implementing a specialized residential tariff-based energy efficiency pilot program as approved by the Georgia Public Service Commission (“GPSC”) in the 2019 IRP. This Pilot Program Manager will be responsible for working very closely and leading the design of this program with Pricing and Rates, Regulatory Accounting, Customer Services, Energy Efficiency, Technology Operations, Supply Chain, SCS Research, etc. This highly specialized position will also work directly with GPC leadership, GA PSC Staff as well as GA PSC Commissioners, advocate groups, etc. to ensure this pilot is implemented in a timely manner and above reproach from concerned parties.

MAJOR JOB RESPONSIBILITIES

Responsible for the detailed development and implementation of PSC approved Income Qualified Tariff pilot program. These responsibilities include:

  • Pilot Development and Implementation

  • Partner with Energy Efficiency leadership to develop the above-mentioned pilot to meet objectives and goals outlined by Ga PSC while ensuring GPC rules and regulations are not compromised

  • Work with business units including Supply Chain, Legal, Technology Organization, Finance, Corporate Communication, Customer Service, Pricing and Rates, Regulatory Accounting and/or implementation vendor to administer and successfully implement pilot programs

  • Research relevant industry, economic and innovation applications to identify opportunities and inform action plans

  • Leading collaborative discussions with cross-functional groups, managing individual and peer deliverable accountability, and taking an agile approach in an innovative regulatory environment

  • Consults with supply chain resources to manage and execute the RFI/RFP process.

  • Collaborates with vendors, legal staff and supply chain to negotiate, scope and resolve contracts and agreements.

  • Establish and manage necessary quality assurance and verification protocol for assuring compliant implementation

  • Increase customer satisfaction through successful implementation of the energy efficiency pilot program while providing other company offerings

  • Oversee program budget and approved costs as well as monthly program tracking and status reports.

  • Provide monthly pilot program results to Energy Efficiency leadership and internal partners (implementation status, budget, evaluation, etc.), PSC Staff and Commissioners, Regulatory Affairs as well as advocates associated with the program

  • Travel in-state (GPC region partners) and nationally (1-3 times per year) required

  • Work with national, state and local stakeholders

Pilot Program Evaluation

  • Partner with EE Design, Evaluation and Reporting Compliance to develop evaluation protocols to measure pilot program success and provide guidance to pilot program evaluation contractors

  • Collaborate with EE pilot analyst and vendors to complete Evaluation, Measurement, and Verification (EM&V) process to ensure regulatory requirements are met.

  • Incorporate pilot program evaluation results and provide recommendations in the strategy and development of the DSM plan in support of the IRP filing developed every three years

External Representation

  • Serve as the Company’s expert to customers, industry and trade associations and other stakeholders relating to regulatory, legislative and energy efficiency topics related to the Income Qualified Tariff program

  • Maintain strategic knowledge of industry market and program trends, impacts, resources, other utility implementations, and best practices

  • Provide leadership in National energy efficiency association as it relates to Georgia Power’s Income Qualified projects

JOB REQUIREMENTS

  • BA/BS or equivalent academic education and experience for this role.

  • Master’s Degree, Ph.D., or progress toward Masters/Ph.D. in a related field is a plus.

  • Degree in Strategic Business, Management, Industrial Design, Marketing or similar combination of education, work experience and PMP certification preferred.

  • Experience in business plan development, strategic leadership, program cost accounting, and contractor/consultant management preferred

  • Georgia Power region or comparable territory-based experience preferred

  • Pricing and Rates, Regulatory, SCS Research, Customer Services, Sales & Marketing, or Product/Program/Project Management experience preferred

  • Broad, strategic understanding of the Company’s operations, policies, and procedures

  • Understanding of existing certified Energy Efficiency programs

  • Excellent communication skills – written, oral, and interpersonal with an ability to convey information in a manner that is understandable at all levels and is compelling and convincing.

  • Experience managing multiple projects and working with multiple stakeholders simultaneously with concurrent and competing deadlines

  • Proactively identifies project risks and works to mitigate and manage project plans

  • Ability to motivate and influence without positional leadership

  • Ability to build and maintain highly effective internal and external relationships

  • Demonstrated ability to work independently and self-directed

  • Identifies process efficiency opportunities and proactively seeks solutions

  • Collaborates with project leadership to identify and resolve roadblocks and conflicts.

  • Proficient with Microsoft Office applications such as Outlook, PowerPoint, Word, Excel, Project, Skype
