Workforce Development Manager

Description

Provide support to the business in analyzing its current human capital to determine the steps it must take to prepare for future staffing needs through the development, execution and management of programs. Provides strategic support and guidance relating to recruitment, employee/labor relations, compensation, benefit administration, policy and procedures, training and development, performance management, and organizational effectiveness; educates clients on the link between Human Resources initiatives and the impact to business units in an effort to help meet business objectives. Develop workforce development strategies to build future pipelines for Atlanta Gas Light, Chattanooga Gas, and Virginia Natural Gas filed operations positions. Provide leadership and management to leverage our resources, knowledge and expertise to support and partner with education and workforce development systems in the implementation of those strategies. Utilize workforce data at the company to validate external business drivers and internal needs to direct current and future pipeline programs. Set and establish clear expectation and measure for success for activities in the areas of workforce, education, energy industry partnerships and economic development to support strategy implementation. Build and maintain key internal relationships including Human Resources (Delivery, Talent Acquisition & Talent Development), system-wide Workforce Development Organizations within GAS, Community and Economic Development. Build and maintain key external relationships including Department of Education, technical colleges, state and national utility partners and key associations. This person will have a dotted line responsibility to the VP, Human Resources.

Job Responsibilities & Accountabilities by Competency

Functional Expertise:

  • Anticipate future business changes and challenges and proactively develop and implement new or revised plans.

  • Stay current on industry practices and issues related to workforce planning, assessing and communicating their potential impact on the business

  • Develop a deep understanding of the business and employees that shapes the expectations and trajectory of future performance capabilities.

  • Know the current, short term and long-term business status and direction as well as industry and general workforce trends.

Business Acumen:

  • Develop and provide strategic direction for a workforce plan to support the recruitment and selection and development of talent in hard to fill positions for the company.

  • Conducts a systematic assessment of workforce content and composition issues and determines what actions must be taken to respond to future needs.

  • Implement strategies in collaboration with business and HR leaders to improve the Company’s employment brands and overall workforce effectiveness.

  • Gather data and deliver insightful analysis and recommendations to business concerning current people capabilities, climate and performance as well as concerning future needs.

  • Analyzes the demand forecast of the organization’s future workforce composition taking into consideration a broad range of business issues, including competitive forces, anticipated workforce availability within geographical boundaries, and myriad of other issues.

Engagement:

  • Leverage partnerships with business champions to execute on strategic plans.

  • Support Field Operations in the development of pipeline talent through relationships with associated institutions of learning which will feed new hire activity.

  • Interacts across key enterprise stakeholders to assure effective and efficient resource management.

  • Consult at all levels with assigned business unit leaders concerning their organizational needs and business strategies.

  • Work with Talent Acquisition on Recruiting, and Training to influence the hiring and training of new employee resources.

  • Lead Southern Company Gas Council in workforce planning and development programs and participate in the Southern Company Workforce Development Council.

Driving Results:

  • Manage long-term staff plan.

  • Prepare and present strategic plan and results in presentation decks to multiple levels of leadership in recurring business reviews.

Education, Certifications/Licenses

Minimum Qualifications

Required: BA/BS in Business, Human Resources, law or related field.

Preferred: Advanced degree in business with focus in HR, employment law or a related field, certification in an HR discipline, e.g., PHR/SPHR/SHRM CP/SHRM SCP

Related Work Experience

Required: 8 years of experience in management, human resource generalist or specialist capacity. Demonstrated ability to interact with Senior Management and peers on matters requiring internal or cross-company coordination.

Preferred: 5 years of specific experience working directly with executive management. Experience working with or within Distribution Operations.

Applicant may possess a combination of equivalent education and work experience.
