Job Summary
This position is responsible for managing an assigned area and workgroup that performs site development construction of civil assets for Transmission Substations including site clearing, mass grading, soils engineering, erosion control, oil containment, horizontal and vertical foundation construction, curb and gutter, sidewalk paving/repair, asphalt and concrete construction, retaining walls, storm drainage, sanitary sewer, and water line construction.
In addition to performance management and workforce development for company inspectors, the position will manage capital construction projects to ensure efficient scheduling of resources, safe work performance, and meeting project schedules. Candidate must have a strong knowledge of civil construction estimating, pre-construction activities including contracts/RFP’s/procurement, civil site development, environmental compliance, and NPDES construction stormwater permitting, monitoring, and inspecting.
Additionally, knowledge of proper accounting procedures and protocol, contract compliance/management, construction industry standards (OSHA, ASTM, NESC, ACI, NPDES and others), and safety compliance are critical to the success of the team. Candidate must have a strong customer focus and the ability to respond quickly to requests for services. The individual must be highly motivated to provide excellent and reliable service and be able to make decisions quickly with little or no supervision. This position interfaces with other Project Supervisors, Managers, Line and Substation Construction Field Managers, Foremen, Inspectors, Design Engineers, and Transmission Project Management to ensure projects are completed on schedule and within budget.
This position offers opportunities for remote work and necessitates frequent travel, including overnight stays, throughout the State of Georgia within an assigned territory. The candidate must be able to report to the main office in Forest Park, Georgia, on a weekly basis. The standard work schedule will consist of four 10-hour days, from Monday to Thursday.
Job Requirements (Education, Experience, Knowledge, Skills)
Education Level & Experience Requirements
Batchelor’s or higher accredited degree in Civil Engineering, Civil Engineering Technology, Construction Management, or similar degree and minimum 5 years’ experience in related field preferredor
High School Diploma / GED and minimum 10 years’ experience in heavy civil construction
Experience leading others as a Foreman, Superintendent, Team Lead, Project Manager, Department Head, or related position preferred
Job Responsibilities
Performance management and employee development for company inspectors
Provide work guidance and support to contract inspectors, contractors, and vendors
Take responsibility for safety and be a mentor on safety rules and safe work practices
Be knowledgeable about and strongly enforce Georgia Power Company, OSHA, and contractor safety rules
Schedule and monitor activities of multiple contract personnel on capital projects
Manage and schedule resources for civil construction projects to efficiently meet capital budget requirements
Serve as a subject matter expert in civil site development and structural foundations
Provide construction expertise to engineering, design, and transmission construction teams
Report status of projects / financials back to managers and others as needed
Review, audit, and approve employee and contractor timesheets, pay applications, and invoices in the Georgia Power Company CATEE / CAMP computer application
Work effectively in Primavera P6, TEAMS, Mobi, and other Southern Company computer applications
Attend location / solution team meetings and pre-engineering meetings to provide expertise on constructability and cost impacts
Manage and oversee the bid process, including contracts, RFPs, bid packages, and pre-bid meetings.
Schedule and lead pre-construction and other project and/or team meetings
Verify and provide civil construction cost estimates
Select and assign contractors to projects and monitor contractor performance
Support and promote Georgia Power Transmission Construction Strong initiatives
Must be available to work assigned storm duty, which could include evenings, weekends, holidays, and overnight travel

Ability to build and maintain strong relationships with employees, contractors, vendors, suppliers, and other stakeholders
Must be able to read and interpret design drawings, specifications, reports, and other contract documents to ensure constructability
Working knowledge of civil construction means, methods, and industry standards as it relates to site development activities, structural concrete & construction surveying
Experienced in project management for civil site construction projects
Strong working knowledge of contract administration (bidding, contractor selection, procurement), construction administration (RFI’s, revisions), and accounting principles (change orders, contract price revisions)
Demonstrated project planning and scheduling experience
Excellent computer skills using Microsoft products and a strong working knowledge of construction scheduling software (Microsoft Project, Primavera P6, Procore, etc.)
Proven ability to manage and prioritize multiple projects in a designated work area
NPDES / GASWCC (blue card or higher) Certified (or ability to obtain certification within the first 6 weeks of employment)

Must have no revocation of driving privileges within the 36 months prior to application, no convictions of major traffic violations (DUI, hit and run, reckless driving, etc.) within the 12 months prior to application, or any pending charges for a major traffic violation at the time of application.
