The Contract Administrator is a focused discipline within a job family. The duties listed below are activities associated with a three level progression. The Contract Administrator progression covers the following general titles:

JOB SUMMARY

This position is primarily responsible for the support and management of Contract Lifecycle Management (CLM) from post Request for Proposal to compliance and renewal. This position provides support to internal customers in the company and to external suppliers/contractors, and ensures their needs and concerns are thoroughly addressed. Duties include, but are not limited to, preparing contract documents and agreements, negotiating in accordance with company policies and procedures, providing continual reviews to ensure that all terms and conditions are agreed to and any problems are identified and resolved/mitigated in a timely manner. Additional duties are risk assessment, the incorporation of changes, disposition of claims, contract closeout, and ensuring timely and accurate reporting of contractual actions.

Contract Administrator I

  • Will be under the direction of a Manager and in coordination with the contracts lead.

  • Primary responsibilities include supplier setup, obtaining and maintaining all required compliance-related documentation, routing contracts for appropriate signatures and distribution, effectively managing all imaged and hard-copy documentation, and preparing/maintaining/disseminating contract reports such as the Expiring Contracts Report.

Contract Administrator II

  • The position works with minimal supervision and receives direction from management to meet objectives and project deadlines.

  • Prepares standard contracts for execution (including but not limited to master service agreements, amendments, terminations, purchase and sales agreements).

  • Works with internal customers, legal, risk management, and Supply Chain teams to identify problems, facilitate compliance, and thoroughly resolve/mitigate problems raised by all parties.

  • Responsible for facilitating actions needed to manage the lifecycle of contracts after they have been executed and/or at the end of the contract’s life (including expiration dates, terminations, or renewals).

Contract Administrator III

  • The position works independently and receives general direction in the form of overall objectives and proposes goals and approaches to meet objectives and project deadlines.

  • Prepares all types of contracts for execution.

  • Works with all parties to take actions that resolve/mitigate problems.

  • Responsible for taking actions to manage the lifecycle of contracts after they have been executed and/or at the end of the contract’s life (including developing and executing plans to manage expiring contracts, revise/edit related deactivations, terminations, or renewals).

  • Responsible for the effective coaching and mentoring processes that are set by the organization to develop the Contract Administrator I and II employees.

Contract Admin II and III

  • Knowledge and understanding of contract law and contract preparation.

  • Knowledge of processes relative to contracts and procurement.

  • Able to formulate solutions and project long term consequences of decisions.

  • Knowledgeable in Maximo, PeopleSoft, and MS SharePoint.

  • Knowledge of accounting practices and accounting processes relative to contracts.

Contract Admin III

  • Will be well-seasoned in the application of procurement and/or contract administration theories, concepts and techniques.

  • Will have a comprehensive understanding of the organization's resources and in-depth knowledge of procurement and contract management policies and procedures.

  • Has a well-seasoned understanding of master service agreements, amendments, terminations, purchase and sales and other agreements, with a strong skill set in legal work.

  • Excellent problem solving skills.

EDUCATION AND JOB EXPERIENCE

Contract Administrator I

Education

Bachelor Degree (Business or Contract Administration preferable) and/or Paralegal Degree, OR in lieu of a degree, consideration will be given to a combination of work experience with contract negotiation and administration.

Job Experience

The Contract Administrator I may enter the role with minimal contract experience. However, general knowledge of contract terms, experience in contract administration, and understanding of business concepts related to procurement of services and goods is preferred. Work experience in a utility company is a plus.

Contract Administrator II

Education

  • BA/BS degree or equivalent certification.

  • Certified Professional in Supply Management (CPSM), or Certified Professional Contract Manager (CPCM), or Certified Commercial Contract Manager (CCCM) is a plus. Job Experience

  • Minimum two years of experience in managing contract administration aspects including contract obligations, service level management, and overall governance.

  • Some direct experience in negotiating standard contract terms and conditions for master services agreements, amendments, and contract terminations.

  • Understanding of business concepts related to procurement of services and goods.

Work experience in a utility company is a plus.

Contract Administrator III

Education

  • Bachelor's degree, preferably in Business, Management, or Pre-Law.

  • Certified Professional in Supply Management (CPSM), or Certified Professional Contract Manager (CPCM), or Certified Commercial Contract Manager (CCCM) is a plus. Job Experience

  • Minimum five years of experience where the primary responsibility is purchasing goods or procurement of services and/or contract administration.

  • Suitable experience in vendor contract development OR direct experience with negotiating standard contract terms and conditions for master services agreements, amendments, and contract termination.

  • Proficient understanding of business concepts related to procurement of services and goods.

  • Work experience in a utility company is a plus. Other
