The Program Manager is accountable for ensuring the execution of Cross Bore Legacy Inspection Program projects across the enterprise, along with managing other enterprise-wide operations improvement programs and projects, and ensuring all related business objectives are met. These objectives may include development of project/program budgets and processes, regulatory approval of project/program process components, reporting, etc.

The Program Manager is accountable for developing and implementing new initiatives regarding corporate-wide operations standards and processes which can include working with both internal and external departments and organizations and resources.

The Program Manager leads cross-functional teams (construction operations, field operations, DIMP, regulatory, CCTV Contractors, etc.) and ensures their deliverables are understood and delivered according to the program, schedules, and budget.

Functional Expertise:

  • Serve as Project Manager of enterprise Cross Bore Legacy Inspection Program projects along with other assigned department programs and projects, involving managing up to 8-10 concurrent projects across 7 jurisdictions

  • Develop, implement, and execute supporting program process components

  • Lead projects teams including acquiring and aligning cross-functional resources and subject matter experts

  • Create and execute supporting Master Service Agreements and Statements of Work for contractor services (i.e., CCTV camera and remediation work)

  • Ensure team members are fully engaged with deliverable

Business Acumen:

  • Ensure projects are managed to budget, schedule, and standards

  • Develop, maintain, and report on project budgets

  • Ensure proper interpretation, application, and implementation of new federal, state and local codes and guidelines

  • Provide solid business and operations direction to contractors and team members based on evaluation of risks, company standards and procedures, regulatory requirements, etc.

  • Define project scope and baselines

  • Develop project plans

  • Assure compliance with company policies & procedures

  • Identify and properly manage project risks

  • Manage project contractors

  • Provide proper oversight for project activities

  • Participate as "contract owner" in all project related contract negotiations

  • Ensure contract schedules are clearly defined

  • Review and process contractors' invoices and payments

  • Provide forward thinking supported by quantitative analyses and risk analysis to achieve compliance and optimal business results

Engagement:

  • Identify and contract qualified contractors for project work

  • Prepare and present project metrics to indicate project and budget health for presentation to business owners and upper management

  • Ensure scope changes are appropriately addressed per the program risk model and standards (e.g. adequately documented, impact analysis, approved, etc.)

  • Hold project team meetings on a regular basis (progress & plan)

  • Assign appropriate construction operations personnel

  • Meet with Operations leadership and supports development of new processes and standards as new field initiatives are introduced

  • Meet with and develop working relationship with city/county representatives in areas where Cross Bore Legacy Inspection projects are being executed

Driving Results:

  • Manages project team activities; analyzes complex business problems to provide appropriate solutions; implements solutions to accomplish stated strategic business objectives across the enterprise

  • Ensure project logs, video files, and other job documentation are secured from contractors and are appropriately stored

  • Review incident investigations and develop program improvements based on findings

  • Gather lessons learned after every project and initiate appropriate process improvements

  • Analyze performance trends to identify and address opportunities for improvement

Education, Certifications/Licenses:

Required:

  • BA/BS degree in engineering, computer science, accounting or related discipline with a process development focus

Preferred:

  • Project Management Professional (PMI), Professional Engineer (PE)

  • Six Sigma and/or Total Quality Management Certification

Related Work Experience:

Required:

  • 7 years construction, or operations experience in gas distribution or related energy field

  • 3 years supervisory/management experience

  • 3 years developing and implementing process improvements within a gas utility, pipeline transmission, or other energy related field

Preferred:

  • Experience working with city and county infrastructure (i.e., sewer, water, etc.) and the associated operation of those systems

  • Knowledge and experience with cross bore impingement discovery, remediation, public awareness communication, and program trending

Or equivalent education and experience

Specific Skills & Knowledge:

  • Strong engineering and construction knowledge with natural gas distribution systems

  • Regulation/Code Knowledge – intermediate proficiency
