Southern Company Air Compliance Specialist in Remote, United States
The PowerSecure Air Permitting and Compliance Engineer/Specialist position is responsible for administering programs specifically related to engine-generators that ensure compliance with environmental laws, regulations, and permit requirements. The program is involved in engine-generator permitting and/or compliance in over 30 states/cities/air districts with varying rules and regulations and is only focused on air permitting and compliance. This is not an Environmental Health and Safety (EHS) position. Major job responsibilities include monitoring compliance status of both in process permitting projects and existing permits; developing compliance plans to address challenges related to compliance for various facilities; calculating air emissions for a variety of fuel-burning sources including new energy generating technologies; interpreting regulations related to engine-generators and providing guidance on air permitting requirements throughout the U.S. and Canada to support various business functions; assessing the compliance risks, cost, and schedule associated with potential projects; and interfacing with local, state, and federal regulatory agencies across the U.S. and Canada, and preparing, reviewing and submitting air permit applications and various environmental compliance reports related to engine-generators for both owned and customer assets including a Title V facility. The successful candidate must have experience managing permit and regulatory compliance of engine-generators in many states/regions with differing obligations. In addition, the candidate must be capable of managing and prioritizing a large number of projects in a fast-paced environment including managing technical consultants and ensuring the environmental scope remains within budget.
Minimum Qualifications: (Education, Experience, Knowledge, and Skills):
Bachelor’s degree in engineering, environmental science, chemistry, or other relevant scientific discipline. (preferred)
Minimum of 3 years recent work experience in the air permitting and compliance field with emphasis on engine-generator regulatory and permit compliance.
Experience with air permitting and compliance for fuel-burning equipment.
Experience preparing, reviewing, and submitting air permit applications and various environmental compliance reports. Reviewing applications prepared by others does not meet this requirement.
Prior experience evaluating permits that are in compliance and meet all issuing authority's regulations.
Able to complete required emissions calculations for air permitting.
Ability to read and interpret federal, state, and local environmental rules and regulations.
Prior experience in industrial, manufacturing, or energy industries is highly preferred.
Familiarity with any of the following a plus: East Texas New Source Review (NSR) permitting, California air district air permitting, and California Air Resources Board (CARB) statewide Portable Equipment Registration Program (PERP).
Must be able to write, complete, and submit permit applications to regulatory agencies with limited guidance.
Experience working with multiple internal and external parties to complete applications and submit to agencies in a timely manner.
Must be proficient in MS Outlook, Word, Excel, and PowerPoint software programs.
Knowledge of air permitting process and basic environmental regulatory process.
Ability to interpret complex regulatory and permitting concepts.
Experience working with environmental consulting firms and/or regulatory/governmental agencies is preferred.
Capability to use critical thinking to evaluate and solve complex problems related to air permitting and compliance functions.
Ability to work on many projects at once while maintaining productivity.
Excellent verbal and written communication skills required.
Strong organizational and time-management skills needed.
Job Duties and Responsibilities:
Work with the Air Permitting and Compliance Manager to continuously evaluate and improve the air permitting and compliance program.
Ensure regulatory and permit compliance of all PowerSecure owned and managed client assets (150+) including required reporting and recordkeeping.
Assist in managing compliance for all PowerSecure owned and managed client asset engine-generators.
Assist in managing compliance for all owned assets mobile engine-generators.
Review and determine air quality permits/registrations and compliance obligations for awarded and proposed engine-generator projects.
Manage and/or complete the development of air permit application submittals for engine-generator projects at various locations across the U.S. and Canada for a variety of facility types.
Coordinate a large volume of projects/permits at once to ensure timely submittal of applications and facilitate the response to permit application requests for information.
Review draft permits for regulatory applicability and ensure no unnecessary compliance burdens are placed on the permittee.
Complete emissions calculations and comparisons for various engine-generators and emerging technologies.
Review air emission sources at PowerSecure facilities for regulatory and permit requirements.
Support marketing and proposal initiatives.

Physical Demands and Work Environment:
